I am in my first game and am playing on a map with a missle on the left. The maps are of the USA and USSR.
I ended my first turn. I have a "USA Launch Code."
Can someone please tell me what I do with this at the start of my next turn?

if you hold USA launch code, President, and the whole USA missile at the start of a turn, you get +50 armies. To attack the missile, take one of the Missle Silos on the USA side. that lets you attack to the base of the missile.
if you only hold Launch code, you get +2 at the start of your next turn. nothing special.
if you only hold Launch code, you get +2 at the start of your next turn. nothing special.

I won two tournament games on that map while babysitting, quite interesting to play.

What I think you are referring to, is 'Spoils'. You get 'Spoils' when you conquered a region in your turn and end. if you get 3 spoils of either the same colors or 3 different colors (this requires at least 3 turns of conquering), you can exchange them at the beginning of the turn after you got the so called 'group' of spoils.
Another good thing to know is that these Spoils have a name that refers to a region on the map you are playing. If you own that region when you exchange the cards for armies, you get +2 on that region.
Since "USA Launch Code" is a region in that map, if you would conquer that USA Launch Code and cash a set with that card, you would get +2. however you should always consider attacking your opponent as priority #1.
