I will check playability later. For now:
You 3D effect is good, but looks strange the gray areas surrounding Holland dont have it. Try it, and lets see if it fits well.
The borders of the flag are now better, but between the flag colours, well, not so good.
The borders also need to be refined. They are blocky and there are areas with borders thick others with thinner borders.
Those lines connecting names to the islands in the north area are not needed. And, the sea attack routes dont need to be so thick, you could just use another colour instead of black.
Is there a little territory between Beveland and Tholen? And Zeeuws Vlaanderen name could be more to north.

I'm not particularly a fan of the 'deep crevasse' borders. To me, the make the map less appealing. It isn't very visually pleasing to the eye.
And if you visually vamp up the colors, add textures (or something similar) to make it feel and look less like a coloring book, consider different fonts, and improve the legend, perhaps this map has got some life.
