The map tells me that if you hold any three stars, that's a +3 army bonus. Does that mean, therefore, that if you hold all four stars, you get a +12 bonus, because you hold four combinations of three stars? Or do you still only get a +3 bonus? Of course, if you're able to hold four positions that far away from each other, you're probably in good shape already, but I was wondering how that worked.

The bonus does not combine. If you hold 3 stars you get +3, if you hold 4 stars you get +3.

Maybe i can give full answer
If you notice Britain is Country,where you can not attack,and stars is neutral only in continental europe Countrys.If you put all to be neutral,then you give advantage to one player to hold 2 British terittory and one neutral.
So i create solution,if player hold any 3 stars then he will get bonus,but only one bonus,not combined.
