Despite both having continents with a shared border, neither has attacked the other even once; further, they've largely left their shared border completely undefended, as if knowing the other wouldn't attack.

When accused in game chat of having a secret alliance, they didn't admit it. However, they also didn't deny it...

Anyway, just check the logs. I think it's all pretty obvious they're friends IRL, and have agreed not to attack each other...

Well, it looks like the rest of the players have banded together and are smacking them both down, so I'd say the point is currently moot.

I don't like ratting people out, but it just seemed so blatant... But thanks for looking into it for us! Much appreciated.
