regardless, we are all still split 50/50 about changing the water color.
the folks who want it changed are saying it needs to look more like water.
this, to me, is not a good enough reason, because there are plenty of maps where the water does not look like water (for example: ireland, scotland, middle east, doodle earth, iwo jima....)
the folks who like the water as it is, on the other hand, have authenticity on their side. for them, the current water color effectively evokes NYC.
in my opinion, the latter wins out. so, unless something new is brought to the discussion, the water will stay the same.

Few conceptual points...
You've got a great greographic breakdown of NYC here, but it just misses that certain Big Apple charisma. Here's my suggestion - drop the whole "small island bonus" thing. Nobody who even lives in NYC has generally any concept of Randall's island. Instead, make an overlapping bonus concept, something like they did in Civil War for "key cities" or in Scotland for the Castles, except for this map you would want to have the cross-continent bonuses based on the "sights" of New York. That's the stuff people think of when the hear new york...
Here's my short list:
1) Empire State Building
2) Times Square
3) Statue of Liberty (keep it as its own island unattached to any territory- I'd just get rid of all the other minor islands)
4) Broklyn Bridge
5) George Washington Bridge
6) Grand Central Station
7) Central Park - I see it's on your map, but it's such a shame to just use it as a dead boundry... it's truly the most loved piece of NYC real estate. Set it up like Statute of Libery unattached to any continent).
8) You could add Site of WTC / Freedom Tower if you're so inclined...
Bonus would be something like... hold 3 landmarks get +2, hold 5 landmarks, +3, 7 = +4 and 8 = +5.
If you really want to go crazy, you can add the three airports as a similar type of overlay "non-continental bonus"... I think your map actually goes out far enough to get JFK... so this would be a real interesting bonus to offer since they are in the 3 corners of the map... maybe structure bonuses like the Anti-Aircraft posts in Pearl Harbor, as in a straigh +1 for each airport held.
Also, you should might want to add the red line subway... I know it basically parallels the blue, but why not try to be correct.

As a New Yorker, I honestly find a lot of your assertions minorly insulting, and just wrong.
1) New Yorkers don't know about Randall's Island, or Governor's Island? Randall's Island especially is extremely important and well known, that is just gibberish.
2) The idea that the map of the city should be reduced to only landmarks (which isn't at all original, by the way), suggests to me that there is nothing more to the city than the Statue of Liberty and Times Square. Well, I'm sorry, but the true "charisma," as you call it, of the city, is not the superficial touristy landmarks. Manhattan is not the only borough. It is certainly the central one, but anyone who thinks that Manhattan makes up the flavor of the city, that it is all that counts, simply does not truly know the city.
3) Your tone in general would further incense me if I were snap or benny. You basically tell them to restart this entire map, and follow what would be a bastardization of the city with your plan of landmark-bonuses and airports, while you obviously have not even looked very closely at the map at all (You think it goes out to JFK? Do you not see the territory labelled "JFK?" Not to mention that your third airport would probably be Newark, which is not even in New York).
I'm sorry for being so short, but I'm not feeling particularly tolerant today.

Ai, the landmark bonuses again.
We've gone over this before in the early part of the thread but I'll do it again.
Unfortunately the majority of recognizable landmarks are in manhattan and because our map branches all 5 boroughs, and because of the relative smallness of manhattan, creating landmark bonuses would be nigh impossible to fit while preserving the proportions of the 5 boroughs to each other. (if you look closely we've fudged the sizes already to the point we cannot fudge no more. this was a problem in the previous 3 attempts at this map and it's something we made sure to avoid.)
The inclusion of the small island bonuses allowed us to include liberty island, a significant landmark, while avoiding a single terit bonus, which I'm not a fan of.
Landmark bonuses would be interesting for a map of manhattan because then you can get into each of the neighborhoods as well as the iconic pieces that make manhattan.
Regarding adding value to the airports...
The airports are not particularly, um, "New York City" either. Part of our map's focus came from a very native perspective. Hence the inclusion of the trains.
As a New Yorker, public transit is an integral part of our everyday lives. We've lived with the coloring and design of the transit system since we could first walk.
Also, part of the wonder of living here is the diverseness of the city's areas and neighborhoods and we've tried our best to include as many as would fit and would play well. Within each of these terits you see here live a vast tapestry of cultures and dialogues of people from around the world trying to co-exist. It's tough doing justice to that but we feel our approach is the best we can do while still being legible and fun to play.
I hope you see my points here and I hope it's persuaded you in some measure.

This, of course, doesn't mean there can't be changes... I see that there is still discussion around bonuses and such on this map, and while I could probably suggest some changes I don't see any issues that are holding this map up. The legend is clear, the play is relatively straightforward, the bonuses don't seem out of whack with each other, and I don't have any trouble with the colors or borders.
