It doesn't quite fit as well as it does when you take it with the prison contexts. Perhaps next time you should better construct your sentences so their easier to understand and words with multiple meanings can't be taken out of context. People with above average intelligences can do that and understand that people aren't perfect and that the English language is a funny thing. One word can have multiple meanings and even the smartest of people can get mixed up if the sentence isn't worded correctly. In Australia we refer to americans as yanks, Englishmen as pommies and New Zealanders as kiwis or sheep shaggers.

Racial slurs are where we draw the line. What defines a racial slur is malicious intent. Words like beaner, nigger, spic, etc.. have negative connotations and are considered racial slurs, ergo not allowed. If you're not sure if it's allowed or no, PM a mod before posting.

Does this apply to slurs that are offensive to the USA only or does it apply to terms that may be considered offensive in other countries?

Like i said before in Australia we often call New Zealanders sheep shaggers, now while in Australia its harmless, I can see the possibility that a New Zealander may consider this offensive and derogatory.

And do Americans take offense at being called yanks?

I can't say I have heard the use of spic in such a manner, I took it to mean very clean

No, applies to all countries. Now we may not know what is offensive in Guam or the South Pole, so rely on everyone here to tell us if something is posted that would be considered an ethnic slur.
