What game am I trying to turn it into? Monopoly? I've never played a game of Risk where we started with 3 troops on each territory, played on teams, or couldn't see troops in non-adjacent territories. And I've certainly never played it on 169 of these maps. So, maybe this isn't Risk after all ...

Deadbeat/Turn Order
3 players left in a freestyle game.
If somebody deadbeats, does it lock out the person who went 2nd before the 3rd person deadbeated out? Or does it allow either of the other two players to go next like a regular missed turn?

It's certainly an interesting issue. I feel like there might be too many score points right now making too fine of hairs to split. What's the difference between a 4 and 5 on these issues? I'd rather not have a draw. I hate ties really, really badly.
I also happen to be in 3 long games. 1 on turn #540, 1 on turn #300, and 1 on turn #226. Now, all of them are in a huge stalemate right now. At the same time, I can see possibilities of a strategy for somebody winning the last 2 games ...

I'll throw my 2 cents in for the ones that are confusing as someone who is an intelligent person who hasn't played most of these maps, but have watched people play most of the maps and have read the rules for each of them. I also tend to not like the maps with a lot of different rules or situations ...
