In the "armies" section you have both:
1-15 regions = 3 armies, and
15+ regions = 5 armies
The situation of 15 regions is included in both of those situations, so you should change one of them.

I value eliminating an opponent above knocking down their territory count or breaking their bonus. That is because once they are eliminated, they can't come back. That is 3 troops per turn they will never see again. Plus any spoils they would earn will never be earned.

The map is interesting but largely useless because of how it is constructed.
If you have one "ancestry" with 15% of the people in that county, that can easily be the biggest with the other ancestries having 14%, 13%, etc. It doesn't really say much.
