I'd suggest actually recording all your dice, to see if you actually are getting worse dice than normal. You might only be noticing the unusually bad rolls, as opposed to the "probable" rolls and unusually good ones.

I've considered it, but I've never seen it used. Honestly, if a decently ranked player tried that on me, he'd see his threat called. It will cost him more points in the long run than he'll gain.

Remember that the expected win percentage is different for games with different number of players. 50% for 1v1s, 12.5% for 8 player games.

Exact numbers is just as okay as any other information shared.
If you're concerned, always put a question at the START of the game about it, polling people. Don't do it midway through, people will assume you have a reason to ask, and asking alone can provide them with information.

You can't backstab when there's only two of you, it's a direct 1 on 1 confrontation! I'd abide by the truce you've already established. When there's multiple players, diplomacy is alright, but with two players left, bash face, always bash face. Unless you're in a game where stacking is more ...

Note that your agreement involves only the African BORDER. Which means that you can knock out red in Europe, then use your extra troops into the Naval Superiority, and blast away 5 countries not on the border, and therefore his South Africa bonus ...

It's fully permitted within the rules.
Some players don't like it, and some are fine with it. It's a gray area in terms of whether or not you'll piss someone off, but you can totally do it if you like.
