Taking spoils from eliminated players

Assume a player misses turns and is kicked out of the game for that reason.

Assume the player has 5 spoils.

If I eliminate that player, do I get his/her spoils?

no and yes.

Yes make whatever truces you feel comfortable with, especially if you are in a weak state, another player is in a weak state and you need to work together to kill the gameleader... Obviously you should already work together to accomplish that goal, but a spoken word sometimes helps ...

This is what I thought.

If someone logs in, moves, and does not accept a truce, I assume the truce is declined.

Can you ask to gang up on a player

I am in a flat rate, classic map game that has been going on for a couple weeks.

One player is getting much stronger and now holds Europe, Asia and Australia.

I posted to the chat area suggesting that we gang up on him.

I am a relative newbie. Is such a posting against the rules? Even if it is ...

I think I figured out "chain".

"With chained reinforcements, you can reinforce once and from a region connected by regions you own.

With adjacent reinforcements, you can reinforce once and only from a direct neighbour. This requires you to plan your deployment and advances more carefully.

Two terms I have seen used are "chain" (in reference to supply) and "fort".

What do these words mean?

Is there a place that defines these terms?

I love strategy games, and signed up yesterday. I am currently in 4 games, and intend to learn by trial and error. (It is a little difficult because I am playing with the Fog of War, and can't see many moves, but that's another story....)

Newbie has a "launch code"

I am in my first game and am playing on a map with a missle on the left. The maps are of the USA and USSR.

I ended my first turn. I have a "USA Launch Code."

Can someone please tell me what I do with this at the start of my next turn?
