In a 2 on 2 game when a player is kicked out for violating the rules, CC should just kill the game with no penalties or gains to the other players. Rather than making the violator's partner a superpower that can't be beaten. Especially at the beginning of the game.

Any way that you can make sure he doesn't slam us in our ratings when the games are all over? That seems like something he may do.

I just played a one on one Dust Bowl game. The game dropped 8 of my areas right into the drought zone and I lost 8 troops before I even made a move.
My opponent had 2 in the drought zone.
The reinforcements were chained and I was only able to move one army out at the end of my first turn.

I already did that and was told to address the forums. It wasn't a punishment of mine but someone on the other team. When he was ejected the strongest player in the game suddenly received all of his spoils and troops and proceeded to blast us off the map.

I'm sorry but I can't seem to find it but where do I post a concern about how cheating and abuse is punished, please?
Even better if I discover where that is I will be able to properly see if anyone has already said what I want to say.
