Stupid me - I meant Berlin should be a dot over Postdam which should be within Brandenberg.

Also - there is no Preußen since 1935 when the Nazis dismantled it, even so in including it, you would need to make it include the top portion of Poland as well. Maybe I take it too literally

The Germany game map is incorrect. Potsdam is a city just south of Berlin - which is a state as well as the capital. Technically, Potsdam should be titled "Brandeberg" and Berlin should be a small dot "territory" inside that.
