Rule #2
Any form of diplomatic discussion between opponents must be posted in the game chat in English or in a language that all opponents understand.

So, even the asking part has to be in game chat and not a PM. Any PMs involving truces or alliances can get you a wrist-slap from the folks with the colored names.

just to be on the safe side i would always do it in game chat

what you can do is ask them to read the game chat, thats about it.
