reset to neutral territories should not have a card

Thats it. Holding a card for a territory that resets to neutral sucks. Dont make these territories show up in the cards.

Nuking one of those terts is a valid option

So make the card standard for nuclear spoils and deleted if not. Simple.

Guess how often I play with nuclear spoils...
