has any body else had this sent to them i got one this morning dont even have a clue who he is or dont even play with him is this against the rules or not

I don't think it's exactly against the rules. If you find it annoying just foe him.

If you find you are being repeatedly solicited by a user or random user, you can file a Cheating and Abuse report and the C&A Team will look into it.
