23. If a player is on "Hiatus", that rung can be skipped when issuing a challenge, but by only one rung. For example, Tom is on Hiatus at #10. Dick is at #13, and #12 and #11 are currently being challenged by other players. Dick can jump over Tom and challenge Harry at #9
