You can do what I do and check everything to make sure a challenge is valid. If it is, you can go ahead and challenge. Unfortunately I cannot update everything 24/7, so you may need to do your own research now and then. When you wanted to challenge you could have challenged Remi, even though nobody reported that game as finished. There is no set punishment for not reporting. However, if you don't report a win, I will generally not take the 24 hr. break into account. There is also this note in the rules section: "Note: For me to be able to update you have to post everything (except passwords) in this forum thread. Failure to do so will make things very difficult for me and may be rewarded with unpleasant measures." In other words: If somebody repeatedly prevents the smooth going of the tourney by not reporting wins, I may very well apply some kind of sanction. I hope that answers your question. Lx As soon as I hit major I did a game search on active and recently finished games. I will keep in mind that I can challenge even if the ladder is not updated. Since I moved up I just challenged zips and sent him a pm. I love ladders as long as I can stay in a ranked position. It is too frustrating to sink and sink without the ability to challenge.
