Some mods, for some games, tend to choose scum intentionally (not randomly) based on who they think would be a good fit for the role. Since scum can lose easily if it's not done by players with a certain level of competence, I think it makes sense that it is assigned to competent players like Ragian more often than pure chance would suggest.
