I'm fine with either waiting for the full amount, or if you wanted to reformat that is fine as well. Just do what you feel comfortable doing, but im not to sure how much trouble it would be to balance it with 3 less people.

It actually won't be much trouble at all to make the game work for 21 roles.
24 was the magic number I was hoping on, but I say we all waited long enough. I will start sending out the roles in a few days.
And just giving a friendly reminder the saf is my co-mod, and I will most likely be CC'ing him in any pm's that I send out.

It hasn't even started yet, we were short on people. and Violet decided it would be best to start with 21, maybe 22 now since terrafutan has signed up
