I believe she is retrieving her arrow from the target. The arrow isn't in her hand, but she placed her hand over the arrow to push on the target while she removed the arrow with her other hand. As she was removing the arrow, some hotshot decided to shoot an arrow to pull her dress up. Anyway, that's how I saw the picture as trying to portray.
