If any PR had information of relevance to catch mafia they would have stepped up with it. To expose them only makes them targets of opportunity.

Was thinking about it at work, and HS's death makes a bit more sense to me now. Mafia must have been trying to get the town to waste their PR actions on HS - cop/tracker would likely investigate HS, and doc likely wouldn't waste on HS. Only risk would be jailkeeper.

First...you seem to think that because you "claim"to be jailkeeper it makes you so.

If you are who you say you are you are now useless. You will either die or be blocked. In one scenario the jail keeper is with VTs and goons. A mass claim gives nothing except you exposing yourself.The other scenario has a bullet proof Townie and a mafia role blocker. Again nothing stops mafia from either killing you outright or working around you. In fact it would be in their best interest to kill you first so as not to chance hitting bullet proof.

You want a scenario? Your mafia,you have been asked to claim so you claim a PR to draw the real PRs out? You have pretty much made your own case against yourself.
