Yeah, there have been times where I wanted to use a shrugging smiley, but then found we didn't have one. I was sad. With this I could be happy once again. Do it.
I have checked this several times to see if this is a joke and apparently not. Well for all the happy clappers above, i think this is just a waste of time, adds nothing and i think the suggestion mods and programmers have much better ideas they could be spending their time on.

Not to be rude, but I think your post is a waste of time.
A suggestions mod has already said it's a good idea. I'm sure you know better than him what he should spend his time on. But......you never know. Maybe you are right.

Apparently, you don't visit live chat often. Same old smileys get boring.. I would love to see new ones like this implemented! I dont think it would be a waste of time. However, I guess some might say so..

If this suggestion required a lot of resources/time I would agree but it just doesn't. It was a quickie idea and it could most likely also be quickly enacted.

Well if a suggestion mod says it is good who am i to argue. The point being that a lot of time and effort has gone into a lot of suggestions which get a "cant be bothered or its been tried before etc" but time and effort is wasted on something which adds nothing but a few. Hope it gets implemented tho.

The suggestions aren't all mutually exclusive. Adding an emoticon is not a difficult or time-intensive task, whereas many of the time intensive ones in Submitted will not be done for a long time, even if they had no "competition."
