With a max of 12 armies allowed on a country it means the game is more tactical as you cannot just put all your armies on your borders. You need to take account of re-inforcements for defence and attack.

In a small amount of instances a player will have too few countries to place all his armies but this is only punishing him for having too few countries and in most instances if the player only has 1 country then he will be knoocked out before he gets a chance to cash risks as stronger opponenets will want his cards.

but they would think twice, if you have all armies alowed in that countrie your opponents know that they can“t fight you with an advantage, and defense has the dice roll tie in favor...
