Here's what I would do:

-Buy the site for it's cash flow value. Not sure what that is, but it's not what it was, that's for sure.

-Approach Hasbro for RISK rights, and be ready to pay.

-Hire a staff of ten or so to reprogram the site; half of which, at least, have legacy experience here.

-Connect it to real bandwidth.

$500k to make a good run at it, as a wild ass guess.

You can find out what Conquer Club's actually worth pretty easily. The issue what bW bought at and therefore what he's willing to sell at.

Furthermore, lackattack tried to sell CC to Hasbro apparently and it never saw the light of day. However, I believe that was a load of bull to enable drastic changes.

When I first looked it was worth $121k, but hadn't been done in a long time so asked to re-scrape the site. It went down to $86k. But I don't know accurate that is to how much he actually paid.

what rights? the maps are made for free by users, for the site... even when members have been thrown off the site and requested to have their maps removed, they were denied those maps... there is another site that has straight up rips of the maps and nothing has ever been done about it... i don't know what you mean by "get the rights"... can you explain further?-Jésus noir

I think you've totally misunderstood his post, if you read his earlier post, you will see he is talking about buying the rights from hasbro to use the name "risk", as this is by far the most fasted and easiest (and expensive) way to build a new user base on a mobile platform. Frankly, I doubt the owner of CC would be willing to spend what Hasbro would likely charge for naming rights, I'm sure use of the name 'risk' is more expensive than buying out CC at this point. You never know though, there about about 5 million 'Marvel' licensed games on app stores right now.

I doubt rights to use the name would be required for SEO purposes, just advertising.
