I would argue that a vig is in the top half of the roles the town wants to support. Therefore the expected outcome of mafia shooting someone randomly other than a vig is worse than shooting at the vig. So it is in their interest to shoot the vig. Yes, they'd love to get a cop or doc if they can, but on N1 they don't have that information yet, so the vig is a pretty reasonable choice.
