Officer Designation [Twill's To-Do]

Reason: I'm getting asked a bit too much about stuff I don't know anything about it.

Actual Suggestion: Make officer it's own forum designation and make it a different color then moderators/admins. Blue maybe? I know it can be done. I'm willing to wait tell next forum code if we end up updating to the new one. Then I can just say I'm an officer ask a mod in the future instead of trying to force myself to be helpful.
