Let's take this scenario: I, too, am paying for premium. When I set up public doubles or triples game, I don't want to be bogged down by people that miss turns excessively or deadbeat. So when someone does that, I put them on my ignore list so that next time around, they can't play in those games again and slow down the gameplay.
I don't want them ruining my fun by missing multiple turns or deadbeating. Does that make it wrong to add them to an ignore list?
Some people use it for more personal things. I have when I've found a particularly abusive player in chat. Coming here and playing is what I do for fun. I don't want to have to deal with that sort of thing in my recreation time. Is that wrong ?
What this comes down to, since we're in the abuse forum, is that this is a tool provided by the site. It isn't being abused when one uses it how they choose.
I can't figure out why you would want to play games with someone you seem to dislike so much, though.
