I don't think it is a boy scout thing. I can't swear by it, but that's my opinion. It just seems to have too much meaning to be something that you pass out for a bunch of youth survivalists.
Let me ask you something. Did your grandfather live in Europe and by your knowledge did he have a seat in parliment?
No, but he had been to Ireland to visit family there a few times. Also, he was born in Nebraska, and his grandparents were immigrants from Ireland.
