This site says the same thing. Just because the artist said "I won't say the dog died." doesn't mean the dog didn't die!

There is a fine line between art, and sheer stupidity though. I don't consider "modern Art" to be actual art, I consider art to be sculpters, artistic painters, and archetecture. Not blank peices of paper, not a can of soup, nor a dead dog.
