How much luck is involved depends heavily on game type. For example: a six person, standard, escalating, sequential game on Crossword would involve a relatively small amount of luck, like maybe 15-20%. On the other hand a two person, flat rate game on a map like USApocalypse or King of the Mountain would rely heavily on luck since things like troop placement and card sets would be extremely important; the luck factor in something like that would hit the ceiling of 60 or more percent.
