i agree with you to an extent.
first of all the goal of CC is to become conqueror (yes some people say their goal is just to have fun or just to chat or stuff like that, but the vast majority will want to hold the #1 spot at some point.
that being said, we come to the scoring system where if you play against low rankers you have to win like 90% of your games which is impossible. SO if you want to become conqueror never play people that are ranked bellow you. plain and simple.
on your way to the #1 spot you'll also want to have some fun, right? well let's see, one of the fastest ways of gaining points is playing escalating games. they end in 10-15 turns so the faster they end the more games you can play and the more points you can gain (in theory). the problem with escalating is that many people don't understand it properly. and when a cook suicides on you just to break your south america bonus even though the next cash-in is 30, you kinda get the urge to give him a piece of your mind. in short the chances of a low ranker doing something stupid in escalating games is really high in escalating games. i'm not saying all low rankers do this but merely that high rankers understand escalating better.
and since we're talking about low rankers spoiling your game in escalating , we can extend that to all game types. suicide, revenge, ignorance of other people's bonuses, or simply going for the highest ranked player in that game are all perfectly good reasons why a high ranker will feel reluctant to playing low rankers.
so you see, the main reasons why a high ranker will avoid low rankers are:
1. impossible to make big profits
2. high chances of frustration caused by the low ranker's inability to play the game properly.
i don't care much about my rank. but i do care about my fun factor. i played cooks and cadets and had loads of fun because i knew them and even if they grabbed 50 of my points in a single win i didn't care much.
i play 3 kinds of games:
1. with friends regardless of rank (good chat - loss of points)
2. with high rankers (experience gained - this is where my points come from)
3. tourney games (for fun - usually loss of points)
i only play singles games because i find them more challenging and more fun.
from the 1st type of games i get lots of satisfaction because i like playing against my friends.
from the 2nd type i also get lots of satisfaction because i learn new strategies and because i like a good challenge
from the third type i'm beginning to kinda lose my fun and gain on the frustration thing. mainly because in tourney i encounter all kinds of people that simply screw my game because they don't know how to play. probably in the near future i'll stick to #1 and #2. will that make me a snob? i hope not. to be honest i've had a lot of recent screw-ups cause by low rankers perhaps i'm a bit biased by these recent happenings or perhaps not but the point is i care too much about my fun factor to let somebody spoil it.

If you can say that you ranked over 2000 points and always played public games.Then you have achieved self worth.Which is worth 50 number 1 spots.
