HELP: php files, What program to open?

Im trying to install the notifier of Kevinc, but I cannot open this file. What program I need?

What step are you at? Have you downloaded the file and are trying to modify it with your user number? If so, right click and select "open with" and choose notepad. Then change to your number (which is 7814) and re-save. That help?
