scroll over territory names

* Suggestion Idea: wouldnt it be good to have the name of a particular country appear once you scroll over that particular country on a map.
* Specifics: on some of the maps the names of the countries arent always very clear, and i would love to be able to just scroll my mouse over the country and have it tell me what the name of that territory is.
* Why it is needed: on some maps, like railway, or valley of the kings, it is hard to tell which country is which. would be alot easier if there were scroll over values.

I like this idea! Or at the very least (with no modification to the xml file to specify the boundaries) make it so the name shows when you hover over the army numbers.

What's interesting is the new Ajax lack uses could probably borrow some of the BoB javascript to do this for you by default. That would probably just further break BoB, but meh.
