whats teh guidlines on speaking other languages (other than english) on the ingame chat?

pretty much the same, if you are wanting to make a public alliance, make sure the other people who do not speak that language know. secret alliances are still not allowed for that matter.

though it would be best if you spoke a language everyone in the chat understands

If they try it on you, just find a language translator online and have them busted

Game chat should be in a language all in the game understand, else people will think you're cheating. The site language is English, so that is the norm and the default language.
