No card game but armies multiplied? [Answered]

I am currently involved in a game which I thought only involved the bonus from areas conquered, no cards, but a player has had his armies 'multipied' for the next 2 rounds which has doubled his armies?!?

I am new to the game but can't find anything in the rules about this, any help would be appreciated on how it is gained so I can make use of it or is it completly random?

If random it takes away the skill aspect of the game IMO.

If a player misses a turn, he gets those armies he would've gotten on his subsequent turn.

It is because they missed their previous turn. There is a lot of discussion about the best way of dealing with this but currently if someone misses a turn or 2 then their bonus (but not from cards) is multiplies by 2 or 3. After 3 consecutive turns they are kicked out of the game.
