Consecutive Turns Question

I am currently involved in a game in which it appears that one player is intentionally missing every second turn. He has missed three turns, but since they are not consecutive, he has not been kicked out. Is this a strategy used by anyone else, or an annoying abuse of the consecutive rule?

wow. i've never heard of that being used. but who knows. i personally think he is just annoying.
