In California the street signs are in English, unless the streets are the names of actual people who's names are of Spanish origin. In China there is a whole area where all the street signs, shop signs and basically everything is in English. It's really not that unusual. In any city in America that has a 'China Town' you would also find street and shop signs in Chinese. It's really not all that crazy or unusual anywhere in the world to find this phenomenon. You seem to have an issue with it because it's in Spanish, presumably because you blame Mexicans for all your problems.

How is CA being run? Oh, well it's the 6th largest economy in the world... just behind Germany and ahead of England. There are 2 main reasons real estate prices in California are so are:

1) Lots of wealth in CA, especially in the LA area, from the Entertainment industry (music, movies, etc.). In the SF area, there are lots of really good paying jobs and wealth due to the Tech Companies like Apple and Google. Higher wages lead to higher prices.

2) Good land for homes is severely limited. CA has ocean, beach, a narrow coastal plain (where most homes and businesses are located), and then, going further east, away from the Pacific Ocean, one runs into MOUNTAINS, not a good place to build homes. And in-between plains and mountains there are the foothills, but building there is expensive.

There are farmlands and vineyards and orchards in the Central Valley and area, (ask Mookie). But that too is prime real estate and those places grow important and expensive and profitable crops (grapes for wines, almonds, vegetables for the winter season in the COLD north of the USA (such as lettuce and greens and tomatoes for ketchup and fast food sandwiches, etc.) And of course there are deserts and the Northern CA forests.

In contrast, look at Texas: Lots of relatively flat plains near Houston and Dallas and San Antonio. I have been to Dallas and seen MILES of flat and open space near DWI.
