You need to replace an existing crop.
One of the reasons we are now one of the world's top ginseng producers is that ginseng likes the same sand as tobacco. As tobacco production has waned, ginseng production rose to take its land. Now many suicidal Canadians, instead of smoking themselves to death, can go to naturopathic healers.
I suggest a similar shift could be made with the wheat country and coca. As more people realize that carbs are toxic waste and turn away from bread, they could turn towards cocaine. Snort themselves to death in a few nights instead of the long drag-out fight with diabetes and hypertension.
