Actually, the way dogs do it is very different from what most people (or at any rate, non-dog-owners like me) think they do. I myself recently discovered this on an episode of "QI".

(I'm sure the whole thing is more complicated than how I've described it, so if any dog-owners want to point out any mistakes I may have made, please go ahead.)

See, most people think they mate like this:

When, in fact, I gather this only the preliminary phase of mating.

By some incredibly-awkward looking movements, they then actually end up like this:

That'll make yer eyes water.

If you want to see footage of this latter stage of mating in action, I recommend the Kim Ki-Duk film "Address Unknown" (South Korean). Although only for the brief dog-mating scene - the rest of the film's shite.

it looks like the dogs were dry humping in the news picture.
if the mating ritual really does go that way, it would be relatively easy to "seal the deal"..just the whole aspect of it all is baffling
