This is what I propose ...

(a) The U.S. requests the Danish and Greenlandic governments to organize a referendum among the natives. If the referendum passes, Greenland will be attached as an unincorporated territory of the United States with the same status of the former Danish West Indies, with full rights of internal self-government.

(b) If Denmark refuses to permit the referendum, the U.S. will exclude Denmark from access to all U.S. military sites in Greenland. It will then place a U.S. Navy quarantine around both of Greenland's ports, just outside the 12 mile territorial sea limit in international waters. Each ship approaching Greenland will need to be inspected to ensure it meets international maritime safety requirements - such as a minimum number of life vests, etc. - and these inspections will go very slowly. So slowly that no fresh produce or dairy products will be able to make it to Greenland without expiring.

(c) Prior to the referendum, the United States makes a legally binding offer to give a one-time payment of $300,000 to every person over the age of 18 who lives in Greenland, should the referendum pass. That's $12 billion, very affordable.

(d) If the referendum passes, problem solved.

(e) If the referendum fails, we annex Greenland and give it the rank of a possession, with a political status equal to Palmyra Atoll. It will be governed by a residential administrator appointed by the Fish and Wildlife Service and the entire island, outside of Thule Air Base, declared a National Wildlife Refuge. Eminent domain will imposed and the population relocated to Alaska.
