I don't know anybody who still uses BOB, but theoretically it should still work.

the problem, fog of war really need BOB, hopefully CC can provide it built-in

So BOB is Javascript code format that Tapermonkey will essentially run. Most browsers do not allow users to run custom .js files that are apart from the main framework or structure path of the browser. Tapermonkey allows this.
