He won compared to 2012, but he did lose if you take into account his standing a few months ago.

Some of the biggest gains? CDA(+6), D66(+7), groenlinks(+10), PVV(+5). Three out of thirteen parties all still smaller than his had more gains than him, two of which are left-wing. Geert Wilders knew he was never going to be part of a coalition, so he set his aim at being the biggest and lost nevertheless. He himself stated his disappointment: "It isn't the 30 seats I hoped for."
The dutch have clearly chosen. The large majority don't want a loudmouth populist.
