I think if you've modded an epic game before these rules were imposed, then you are allowed to host an epic game.
I just think it would make sense. There are people out there who have hosted epic games who don't meet those modding requirements (Aimless, XenHu). It's obvious that they were capable of hosting those games, they should be exempt from that requirement.
