Yeah Leopold II was a douchebag king. That being said, back in his time Congo was King Leopold's personal property, not that of the Belgian state.
On top of that I'm not so sure the Brits were that much better considering what they did to the Boers.

Back then? Not exactly, but the modern light weight lenses weren't in use then, so they did weigh somewhat. My schnoz could easily handle it, but it did leave quite an "Impression."
