Looks to me that ATL win his Home Set ... I counted 7 additional victories in progress .... that's 11 out of 20 games ... 2 additional victories for MD and 5 games undecided ...

City mogul is what hes referring to.I thought there was no rule for conquest though as the 2nd players view of the map changes 0. Noone was concerned with snaps on feudal or trench warfare so why is city mogul any different? And the games are over already.

Generally yes if the view of 2nd player doesn't change it doesn't matter.
