Why does everyone have 1 fewer troop due on the Eurasia map?

What is the purpose of this?

3 is the correct number if you have under 16 regions on that map. It says so on the top of the map itself. Minimum deploy of 3, +1 for every 4 regions held.

Yup, it's intentional.

Every map has different gameplay, and that's good. I guess for Eurasia it's to encourage players to go for bonuses rather than relying on region count deployment. Also, given that it's often quite easy to take several enemy regions before he can play in round 1, thereby reducing his deployment from the region count, maybe Eurasia is designed to balance that out?
