Theoretically yes, as there is "more" color to see but technically no, imo.
I've been doing graphic design for awhile (video) and usually if you want text colors to pop and be noticeable (legible), then you either add a stroke (outline) or a drop shadow. This is why just about every TV commercial or other video source you see has that in text-strikes.
I realize that we're talking about still imagery but the same philosophy should apply w/ the amount of maps cc has.
Point being, with video, the scenes (maps) change about every 3-5 seconds. So the work around to have full visibility across all scenes is to implement a drop shadow or a stroke. In the case of CC, a stroke.
Pretty sure that you would be surprised w/ the results if that border was to be removed. Granted, it might look fantastic on some maps... but barely legible on others.
I think if we were to go down this avenue... a total switch-up of colors would be better.
