'Cause with planets, you get air and water. Can't very well breath hard vacuum, not can we? There are just too damned many nations and tribes on this damn rock ball and more are coming everyday. So, two options: Population Control or Mass Exodus. Controling population is difficult if not outright impossible in free countries due to most people looking down at most of the methods to do so (government laws controlling number of births, etc.). I perfer the mass exodus, heck, I'd even join a coloney group if possible.
As for the 'Heat Death', bah. It is actually the big freeze, but that isn't gonna happen for an almost inconceivably long time.
But there is tons (literaly) of air and water in every comet and asteriod (mostly comets). Most comets are about 30% water, 50% complex organics and the rest is precious metals. 30% of a few million ton comet (those are the small ones) is a hell of a lot of air and water.
Now: whereever you go in the solar system there is no chance you are going to locate a nice, Earthlike planet. Therefore, any off-planet colonies are going to have to use bubble-domes and the like for a few hundred years at least, until whatever terraforming method that those particular settlers came up with kicks in.
Hell, none of the planets even have everything necessary for a colony.
Mars is covered in Peroxides which will eat away at plastics and its only useful feature is the Iron Oxide sand. Most likely it dosent have any water at all (or only trace amounts) and is severly lacking in Nitrates.
If you made a Martian colony, you would have lots of metals, but none of the other essentials.
Im sure I dont have to say anything about why it is a very, very bad idea to set up a perminant colony on any of the other planets.
Comets and Asteriods have practically all of the necessary essentials and there are a hell of a lot more of them.

Thats why its called 'The Heat Death'. No stars, no heat. Heat Death. Not inconceivably long, its a mere few trillion years away. Any society that has lasted for any serious amount of time will regard it as a very imminent threat.
