So only on maps with less then 40 regions 2 or more players can have the same Spoil at the same time (for games with less then 8 players this is lower; 7 players: less then 35 regions; 6 players --> less then 30 regions etc.).
And for the 2nd question the answer is (A). So you can get any region-Spoil available, no matter if it has been handed out before or not. And by the way the same region-Spoil doesn't have to be the same colour!

It is only safe if you keep your troops on a region which spoil you have yourself (or your partner in a team game) and if the total number of spoils has never has been larger then the total number of regions.
