Point scoring system

Despite being on this site for almost 3 years I still haven't really understood the point scoring system! If someone who has 4000 points loses against someone with 2000 points how many points will he lose? And if he wins how many points will he then win?
I'm thinking he'd lose 40 points or win 10 points but it doesn't sound reasonable! If anyone has the formula used to calculate these sort of things I would love to know it!

The points to be awarded is calculated as (loser's score / winner's score) * 20, up to a maximum of 100 points from each opponent.

yup.
its to test your mettle against someone dispite being better. so if i would be the 2k player and you the 4k player, you would be much more likely to win then me, hence the deminishing points, and the increase for me..
